When President Obama signed the American Recovery and Reinvestment Act, he promised that the $787 billion stimulus package would create or save 3.5 million jobs over two years. The Obama administration argued for the stimulus, saying that without the bill the unemployment rate would reach 8.6 percent. But the current official unemployment rate stands at 9.6 percent. So, what happened?
